Bill Novotny, ISA AM
William
Novotny has been a full-time personal property appraiser since
1993. He has completed hundreds of professional appraisal reports
and
has
appraised
over
10,000 properties for clients. He qualified as an Accredited Member
of the International Society of Appraisers (ISA) in 1996 and
has requalified in 2001 and
2006.
Bill has taught core valuation courses in appraisal theory, methods, practice, report writing and the Uniform Standards of Professional Appraisal Practice (USPAP) annually since 1997 for the Appraiser’s National Association. He has taught USPAP for the San Diego Chapter of the American Society of Appraisers (ASA) and for the College for Appraisers.
In 2002 he was certified (#10138) as a national instructor of the Uniform Standards of Professional Appraisal Practice (USPAP) by the Appraiser Qualification Board (AQB) of the Appraisal Foundation in Washington DC. He was the first personal property appraiser to attain this distinction. Novotny has maintained his official certification as a national instructor of USPAP since 2002 by recertifying with the Appraiser Qualifications Board in 2004 and 2007. Only National Certified USPAP Instructors can teach the National USPAP course.
Bill was a full time retail dealer in antiques, art, decorative art, collectibles and general residential contents since 1979. He has owned a 21,000, a 8,500 and a 3,200 square foot retail store and gallery. He retired from retail sales in 2000, but continues to produce many professional estate sales. From 1979 until the late 1990’s he attended one or more day long auctions on a weekly basis. He exhibited at important antique shows in California throughout most of the 1990's. He is knowledgeable regarding the local, regional and international markets, key players and experts for most property types and collector categories. His knowledge of the various types of personal properties, the characteristics that give them value, and the market levels in which they sell is extensive.
With his extensive expertise in personal property appraising he has assisted attorneys in litigation by preparing appraisal reports, reviewing opposing appraisals, and by providing testimony as a qualified expert witness.
Bill understands and embraces his obligations to his clients. He knows that he must deserve their trust and confidence, and that his appraisal opinions must be credible, objective, impartial, unbiased and trustworthy. He regards USPAP as the minimum standard by which credibility is established. All of his appraisal work and all roles that he fills acting as an appraiser, including teaching, are guided by USPAP.
In his 15-hour National USPAP Course, Bill provides each student with a manual entitled “Launching Your Appraisal with USPAP.” This manual demonstrates the inherent and important relationship of USPAP to the entire appraisal process and provides many personal property examples. It helps guide the appraiser in developing and reporting credible appraisal opinions and conclusions.
